Report Highlights Barriers, Participation in NJ Cannabis Industry

The New Jersey Business Action Center released its 2025 Cannabis Training Academy report, outlining participation trends and ongoing challenges in New Jersey’s legal cannabis industry.

According to the report, more than 2,400 entrepreneurs have registered with the state-backed Cannabis Training Academy program, including more than 70 licensed cannabis businesses.

The report states that participants represent a range of professional backgrounds and experience levels. NJBAC identified strong participation from minority entrepreneurs, women and first-time business owners entering the cannabis industry.

Participants mentioned access to capital, real estate, municipal approvals and regulatory compliance as the most significant barriers to entering or operating in the market.

NJBAC also reported that other states have reviewed New Jersey’s Cannabis Training Academy as a potential model for cannabis workforce development and equity-focused training programs.

The report details the expansion of the Academy’s educational offerings, which now include more than 70 online training modules and a Spanish-language curriculum intended to broaden access to cannabis industry education.
